In 2014 all Lord Lieutenants were asked by the Queen to mark the opening and the close of WW1, and Hertfordshire elected to make a film, which Howard wrote and directed.

On August 4th 2014 A County at War, Life on the Home Front in Hertfordshire premiered at the Rex Cinema. 1800 copies were distributed to schools and museums throughout the county. The film was then revised and greatly extended in readiness for the centenary of the armistice. A further 4000 copies were distributed to clubs and groups who organised community screenings.
